School Closing Procedure

WESTMINSTER - James L. Doolan, supervisor of transportation for the Carroll County Public Schools, reminds parents and the public of the board's policy for the emergency closing of schools.

I. In the event that it becomes necessary to close schools for the entire day because of inclement weather, the announcement will be made no later than 6:45 a.m. through the following radio stations: WTTR (Westminster), WHVR (Hanover, Pa.), WFMD and WZYQ (Frederick), WTHU (Thurmont), WBAL, WCAO, WPOC, WCBM, WMAR-TV, WFBR-AM, WLIF, WMIX, B104, WNUV-TV54, WJZ-TV, WYST, WQSR, WRBS and WGRX (Baltimore), WMAL, WTOP and WJLA-TV (Washington, D.C.), and WCRH (Williamsport).

II. If weather conditions are such that the opening of schools might be delayed one hour or more, the notification will be made by the same time and through the same stations as for the closing of schools.

Late school opening will affect the kindergarten, Vo-Tech, PREP and headstart programs in the following ways:

A. School opening delayed by one hour:

* Morning kindergarten, Vo-Tech, PREP, EEEP and Headstart programs shortened by one hour.

* Afternoon kindergarten and Vo-Tech programs on regular schedule.

B. School opening delayed by more than one hour:

* Morning kindergarten, Vo-Tech, PREP, EEEP and Headstart programs canceled.

* Afternoon kindergarten and Vo-Tech programs on a regular schedule.

III. When inclement weather develops throughout the county while pupils are in school, it may be advisable to close all schools early.

The Board of Education will announce (same radio and TV stations as above) that schools will dismiss one, two or three hours earlier than the regular dismissal time.

Early school closing will affect the kindergarten and Vo-Tech programs in the following ways:

A. School closing to be one hour earlier than usual (decision made by 12:15 p.m.):

* Morning kindergarten, Vo-Tech and PREP programs on a regular schedule.

* Afternoon kindergarten and Vo-Tech programs shortened by one hour.

* Elmer Wolfe EEEP and Headstart on a regular schedule.

* Taneytown EEEP and Headstart shortened by one-half hour.

B. School closing to be two hours earlier than usual (decision made by 11:15 a.m.):

* Morning Vo-Tech programs on a regular schedule.

* Morning kindergarten program enrollees remain for dismissal at the home elementary school.

* Afternoon Vo-Tech programs canceled. Students will remain in home schools or be returned from the Vo-Tech with the a.m. students.

* Afternoon kindergarten canceled.

* PREP pupils transported home one hour earlier.

* Elmer Wolfe EEEP and Headstart pupils transported home one hour earlier.

* Taneytown EEEP and Headstart pupils transported home 1 hours earlier.

* Special arrangements: Eldersburg a.m. kindergarten students will be transported home as usual. School personnel are to notify the driver of Bus #143 not to transport afternoon kindergarten students into school.

William Winchester Elementary morning kindergarten students will be transported home as usual because of day care and traffic flow problems.

C. School closing to be three hours earlier than usual (decision made by 10:15 a.m.):

* Morning Vo-Tech program on a regular schedule.

* Morning kindergarten program enrollees remain for dismissal at the home elementary schools.

* Afternoon Vo-Tech program canceled.

* Afternoon kindergarten programs canceled.

* PREP pupils transported home two hours earlier.

* Elmer Wolfe EEEP and Headstart pupils transported home two hours earlier.

* Taneytown EEEP and Headstart pupils transported home 2 hours earlier.

IV. Pupils and parents are urged not to call radio stations or the Board of Education to inquire about school closings and bus service since calling handicaps the handling of announcements.

V. On days when schools are closed or there is an early dismissal because of inclement weather, the Adult Evening Program classes will be canceled.
