QUESTION A

Spending Affordability Committee

To amend the Anne Arundel County Charter to establish a Spending Affordability Committee; specifying its organizations and functions; and specifying the number, terms, and qualifications of its members.

QUESTION B

Petitions for charter amendments

To amend the Anne Arundel County Charter to clarify that petitions for Charter amendments shall be filed with the County Council and that the County Council shall make copies available, in order to conform to State law.

QUESTION C

County executive's term of office

To amend the Anne Arundel County Charter to clarify that the County Executive shall qualify for the office beginning on the first Monday in December following election or as soon thereafter as practicable; and making technical corrections.

QUESTION D

Property tax revenue cap

To amend the Anne Arundel County Charter to provide that, commencing July 1, 1991 and in subsequent tax years, the County Council may set an annual tax rate that exceeds the Constant Yield Tax Rate by 4.5%, or by a percentage corresponding to the immediately previous January Consumer Price Index, U.S. City Average, percentage of change from the preceding January, whichever is less.
