Two constitutional amendments and a question go befor voters. The first amendment permits public officials to serve in the military reserves and the militia. That is only fair. The second amendment puts circuit court clerks under the rules and budget of the judiciary, which is where they belong for efficiency and uniformity. The question on the ballot asks voters if they want a convention called to rewrite the state's constitution. The last such convention failed, teaching the lesson that reform of the document is better done piecemeal by the voters.
