Finksburg Rezoning Asked

Two petitioners are seeking approval from the Carroll Planning and Zoning Commission to rezone land in the Finksburg area near Route 140 and the Baltimore County line.

James and Carla Uhler, of Reisterstown, Baltimore County, have requested that about five acres designated conservation be rezoned to industrial. The property is on the north side of Route 140, just northeast of the intersection with Route 91.

A similar request submitted by the Uhlers was rejected in 1983 by the planning commission, said planner Steve Horn at Tuesday's monthly meeting.

The Uhlers appealed to Carroll County Circuit Court, which upheld the commission's decision, he said.

One potential drawback to rezoning the land industrial is its proximity to Liberty Reservoir on the Carroll County-Baltimore County border, said Horn. Jurisdictions surrounding several Baltimore County reservoirs, including Carroll, have formed an agreement through the Baltimore Regional Council of Governments to protect the watershed.

The Uhlers have yet to submit a full application for the zoning change, said Horn.

John E. Zentz of Finksburg has requested the rezoning of about five acres from residential to business on the northwest side of Route 91, also known as Gamber Road, behind the Finksburg Plaza shopping center. The rezoning would extend the business district across Bloom Road.
