Dyson outspends Gilchrest by 4-1 ratio

WASHINGTON -- Representative Roy P. Dyson, D-Md.-1st, has raised and spent more than four times as much money as his GOP opponent, Wayne T. Gilchrest, with the bulk of that money coming from special interests, according to recent campaign finance reports.

Mr. Dyson, running for re-election to a sixth term, collected $141,053 between Aug. 23 and Sept. 30, compared with $30,852 raised by Mr. Gilchrest, according to Federal Election Commission records.

Meanwhile, the congressman spent $117,296 on his campaign during the period, compared with $24,291 by Mr. Gilchrest, who lost to the congressman by less than 1,500 votes in 1988.

Contributions from political action committees to the Dyson campaign outpaced individual donations by a 3-1 margin. PAC donations made up $99,500 of the congressman's donations, with $33,240 coming from individuals, including $1,000 from the campaign of Representative Steny H. Hoyer, D-Md.-5th. The remaining $8,313 came from political party committees.

Most of the PAC donations to Mr. Dyson came from labor groups -- ranging from the Bricklayers and Allied Craftsmen PAC to Seafarers Political Activity Donation -- which have made a big push this year for the congressman, whom they consider a legislative ally.

Mr. Gilchrest reported no donations from political action committees, although he picked up $6,450 from political party committees.

The Kent County Republican, who is on unpaid leave from his high school teaching job, also is receiving a $208 weekly salary from the campaign, according to the reports. The FEC does not prohibit campaign funds from being used for such purposes, said a spokesman.

Mr. Gilchrest's spokesman, Tony Caligiuri, said the money was being used for gas, tolls and meals while the candidate was campaigning.

The Gilchrest camp still hopes to raise an estimated $200,000 for the Nov. 6 election, said Mr. Caligiuri. Dyson campaign officials said they expected to spend $350,000 on the race.

Much of the money spent by the two campaigns has centered on advertisements and mailings, according to the reports.
