Bobo Appoints County Drug Czar

County Executive Elizabeth Bobo announced Tuesday the appointment of Joyce A. Brown, 35, as the county's substance abuse prevention coordinator.

Brown, who previously directed substance abuse programs in Baltimore City and Baltimore County, promised to "work hard to have a progressive, pro-active response" to drug problems here. She said all the county's residents have "the right and the privilege of a drug-free environment."

Brown was chosen from among more than 100 candidates who interviewed for the $36,327 a year position.
