Richard Louie, 51, an associate director of the Freer Gallery of Art and the Arthur M. Sackler Gallery of the Smithsonian Institution system, died early Sunday in the Washington Hospital Center. He had been struck by a car Saturday in Arlington, Va. Mr. Louie became assistant director of the Freer in 1978 and participated in the planning and financing of the Sackler in the 1980s. Both museums are noted for their Asian collections.

John D. Betz, 72, who built Betz Laboratories Inc. into a leader in the wastewater treatment industry and owned a share of the Philadelphia Phillies baseball team, died of cancer Saturday in his home in Gwynedd, Pa. He started his career washing dishes in the laboratory founded in 1925 by his father, L. Drew Betz. The son served as president, chairman and chief executive officer.

Rabbi Shlomo Freifeld, 66, founder and dean of the Sh'or Yoshuv Institute of Jewish Studies in Far Rockaway, N.Y., died Saturday at his home in Far Rockaway.
