Schaefer Incompetent To Govern The State

The general election to be held on Nov. 6, 1990, should have the attention and concern of all the citizens of Maryland -- in particular the gubernatorial race.

Governor William Donald Schaefer for a number of years has been an integral part of the group that has levied the outrageous taxes on the people of Baltimore City and the entire state of Maryland.

Gov. Schaefer has spent the state surplus of hundreds of millions of dollars and has now caused a deficit. Now he wants to increase our taxes.

Can we really afford to pay more? Where will it all end? Where does all this money go? Sounds like irresponsible fiscal policies to me.

Baltimore City is still paying for the sweetheart deal when then-Mayor Schaefer sold the Pulaski Highway incinerator to a private concern. Another example of bad fiscal dealings.

For 15 years the Baltimore City school system floundered under the direction of Mayor Schaefer.

This was a crucial time in Baltimore City. People were moving to the counties, neighborhoods were changing, the tax base was eroding. All of these things were happening to the very life blood of the city. The public schools and the entire educational system was allowed to deteriorate more and more with each passing semester.

This was a time when leadership was desperately needed to prevent further decay of the schools and neighborhoods. You and I both know the school system was allowed to crumble. During this same period crime and drugs spread unrestrained across the area. Our leadership was inadequate and the problems multiplied.

Now look what has happened to our state. Our surplus has been spent. We now have a deficit. We are entering a recession without a financial cushion. People everywhere are unhappy about the amount of taxes they pay.

Run-away spending is galloping along at breakneck speed. There is no one in sight to grasp the reins and bring it to a halt. Once again, good positive leadership is missing.

In the middle of all these problems and this extremely important political campaign Governor William Donald Schaefer places a "help wanted" advertisement in the Sun papers for a public relations/speech writer. Is this poor planning or what?

After all the years he has been in public office he needs someone to write his speeches. Absolutely amazing that Gov. Schaefer needs someone to tell him what to say. Does this mean he hasn't learned anything while serving for years in public office? If he doesn't know by now what the people want and how to talk to them, he never will know.

Do we want to re-elect a governor who must advertise in a local paper for a new and inexperienced person to tell him what to say?

Gov. Schaefer has hundreds of people around him. Doesn't he trust any of them to write his speeches? Are things really that bad? To hire a new speech writer at this stage in the campaign must mean even Gov. Schaefer is dissatisfied with his people, his administration and his policies.

Does this sound like a confident governor who understands the concerns and problems that the citizens are experiencing and one who has the answers and the agenda to go forward with all the right solutions?

The results of the general election on Nov. 6, 1990, will have a profound effect on the citizens of this state for years to come.

I would like to thank The Harford County Sun for the coverage in the September 30 Business Expo '90 section. However, I was disappointed to be so badly misrepresented on one issue.

I did not say and do not believe Harford County "could be more aggressive in attracting . . . foreign companies."

To the contrary, the reporter, David Herzog and I discussed in great detail the difficulty of high profile marketing for a small state like Maryland.

We talked about Harford County's dependence on partnerships to leverage opportunities: Partnerships with other public entities; with existing international companies; and with regional quasi-public organizations involved in the reverse investment business (GBC, MEGA, ACIL, etc.).

To commit additional resources to the identification and recruitment of foreign companies would be futile for a small entity like Harford County.

Harford County spends less per capita on Economic Development than most other counties in Maryland. We should be proud that (Office of Economic Development director) Bill Sivertsen and our Office of Economic Development are recognized for their efficiency, hard work and opportunism in exploiting these partnerships to produce results.

It is unfair to misrepresent my views. It is unjust to hurt good people who work hard in public service. It is irresponsible to interview me -- twice on the HEAT Center and now on international reverse investment -- and -- slant all three stories with deliberate inaccuracies.

I am a news addict. I believe with passion in the role of the press in a free society.
