EMMITSBURG -- Forward John Williams failed to appear for his preseason physical yesterday, and the Washington Bullets, who officially will open training camp at Mount St. Mary's today, were unaware of his whereabouts.

"I spoke with John's agent, [Fred Slaughter] at noon [Thursday]," said Bullets general manager John Nash. "He was under the impression that John had left California Wednesday and was flying into Washington. But he failed to materialize, and we're waiting for an explanation. After we have one, we will decide our course of action."

After undergoing arthroscopic surgery in December to repair ligament damage in his right knee, the fourth-year forward has been desultory in following his prescribed rehabilitation program.

He has been fined more than $100,000 since July 10 for failing to undergo therapy treatments at the Jobe-Kerlan clinic in Los Angeles.

Williams reportedly has been holding unsupervised workouts in recent weeks at his old prep school, Crenshaw High, and with area pros at UCLA. He also has resumed therapy.
