Carroll school officials have appointed an assistant supervisor of special education and new assistant principals at Hampstead and William Winchester elementary schools.
Harry T. Fogel, formerly principal at the Carroll County Education Center, has been named assistant supervisor of special education. Fogel, 40, of Westminster, began his education career more than 17 years ago as a teacher for Washington County Public Schools.
The Westminster native was named principal at the Carroll County Education Center in 1985. He and his wife Lorraine have a daughter, Amanda, 9.
Christina L. Sparr, 42, formerly a reading specialist at Winfield Elementary School, has been appointed assistant principal at William Winchester. The Hampstead resident began her education career more than 17 years ago as teacher at William Winchester.
She and her husband, Donald, have two children, D. J., 14, and Stacey, 12.
Judith C. Walker, 35, formerly a first-grade teacher at Sandymount Elementary School, has been appointed assistant principal at Hampstead Elementary School. She has been a teacher for 13 years and previously taught in the Charles and Frederick county school systems.
She and her husband Craig live in Westminster and have three children, Joshua, 10, Andrew, 7, and Alex, 1. Walker was named Charles County Board of Education's Outstanding Kindergarten Teacher in 1984.
