The Baltimore Planning Commission has approved a plan designed to breathe new life into a 40-year-old shopping center on Cold Spring Lane.
The commission yesterday approved a planned unit development program designed to give the owners of the Cold Spring Shopping Center more flexibility in leasing their 24,000-square-foot center.
Under the plan, businesses such as bicycle-repair shops, photocopying services, post offices, clothing stores, jewelry stores and offices could lease space in the center at 1401-1415 E. Cold Spring Lane.
The center is almost half vacant and with its current zoning, no store over 2,000-square-feet could operate there, according to Howard L. Alderman Jr., a lawyer representing the owners.
"We have had great difficulty leasing the center," Alderman told the commission.
The property's owners, Sidney Weiman, Cecelia Schwaber and Myra Wagonheim, initially asked the City Council to change the zoning designation on the property.
Although the city was unwilling to change the zoning on the property, planners suggested the creation of the planned unit development, which specifies the kinds of tenants that could lease space there. The designation must be approved by the City Council.
