Stanley I. Trivas merges his practice with, and becomes a principal in Glass, Jacobson & Associates, an Owings Mills based CPA firm that provides accounting, income tax, computer and financial consulting services for businesses and individuals. Trivas has more than 30 years experience in public accounting.
Downtown Partnership: Frederick Mertes is named director of business development for the Downtown Partnership of Baltimore Inc.
He will be responsible for business retention and attraction and will work with the real estate and development communities to match new or expanding retail and service businesses with available downtown space. He will also identify and market new opportunities for attracting businesses.
Mertes will coordinate the Small Business Development Series, a program of individual consultations and monthly roundtables that helps small businesses improve their operations and develop business plans.
He was previously a senior associate for Coopers & Lybrsnd. Before that, he was a business analyst for the University of Delaware's Small Business Development Center, where he was responsible for program development, management counseling to small and mid-size businesses and coordination of business training seminars and workshops.
Downtown Partnership, an expansion of the Charles Street Management Corp., is a public/private non-profit corporation.
Telecommunications: Robert Libertini is promoted to branch manager of the Baltimore office for MCI. He is responstble for managing all MCI activities in the Baltimore area including the general business and major account sales and service teams.
At Legg Mason Wood Walker Inc., John T. Rogers is named senior vice president. He was previously president of Legg Mason Financial Services Inc.
He oversees several client services, including insurance and annuities, financial and estate planning, retirement planning and mutual funds. Rogers, who has been with Legg Mason for over 24 years, is a certified financial planner.
Financial services: Kenneth H. Trout joins Signet Bank/Maryland as officer in charge of the commercial line of business.
He will oversee the functions of corporate banking, commercial finance, metropolitan banking, commercial services and international banking. He will also serve on the management committee of Signet Banking Corp.
He joined the bank's Virginia region in 1970 as an adjuster in the Master Card department.
Sharon D. Ambler is promoted to assistant vice president in Signet's Commercial Services Division where she serves as a cash management sales officer.
She joined the bank in 1989 after working in retail banking, credit analysis and cash management for Meridian Bancorp Inc. in Philadelphia.
To your health: James E. Ross is named the new chief executive officer of Montebello Rehabilitation Hospital in Baltimore. He will be responsible for the overall operation of Montebello, an affiliate of the University of Maryland Medical System.
He was previously vice president of operations at St. Joseph Hospital in Lancaster, Pa. Before that, he was director of ancillary and general services at the University of Maryland Shock Trauma Center.
He replaces Dr. James P.G. Flynn, who leaves Montebello to become director of the Maryland Institute for Emergency Medical Services Systems, and the Shock Trauma Center.
At the Levindale Hebrew Geriatric Center and Hospital, Kathleen Whittaker Groves is appointed associate director of nursing. She will be responsible for overseeing nurse staffing, recruiting, retention and personnel issues for the 283-bed specialty hospital and long-term care facility.
She was previously assistant director of nursing for the hospital's night shift. Before that, she was branch director for the Baltimore office of Favorite Nurses. She also worked as a clinical instructor and nurse at Johns Hopkins Hospital.
At the Columbia-FreeState System, Dr. John P. Serlemitsos is named a physician in internal medicine at the Annapolis Regional Medical Center. He was previously on the internal medicine staff at the Naval Hospital in Long Beach, Calif.
