Kelly-Springfield Tire Co. in Cumberland appointed Richard A. Luhring comptroller and named Tim F. Ladd to Mr. Luhring's former position as treasurer.

Daft-McCune-Walker Inc., a Towson-based land planning and development consulting firm, named Linda L. Depkin controller.

Export Today, a Washington publication on international trade, appointed Patricia E. Steele vice president and associate publisher.

Harford Community College appointed Dr. G.Jeremiah Ryan vice president of marketing, planning and development. The college also named Gail A. Hawkins dean of student services.

Fairchild Space & Defense Corp., a Germantown-based aerospace and defense company, named Deborah M. Tucker vice president of communications.

Roadnet Technologies Inc., a Timonium-based subsidiary of United Parcel Service that provides computer-software support services, named Ed Lauffer senior analyst in the Systems Planning and Support Division. Roadnet appointed the following to software engineer: William Frederick Dodson, Operations Research Division; Cynthia A. Brown-LaVeist, Feeder Graphic Displays section; and Shawn P.
